The Hong Kong Watong Paper Manufacturers Association is the core organization of the paper products industry in Hong Kong. It was established in 1965 and has a 56-year history. The establishment of this Council was achieved by the generous donation of the senior members of the industry, Yin Xianda, the acquisition of the site, and the unremitting efforts to promote and develop the business. All along, we have been led by the men of the times and have followed the purpose of the chamber of commerce and have worked meticulously. Together with our colleagues' brainstorming, we have worked hard to make progress so that the conference will gradually develop and become increasingly perfect.

It will be registered under the laws of the Hong Kong Government (now the Hong Kong Special Administrative Bureau) and will be established in accordance with the established constitution. According to the stipulations in the stipulations, the chamber of commerce is headed by the board of directors consisting of the current 25 directors. The composition of the board of directors is elected and the term of office is three years. So far it is the 23rd session. The president is Mr. Chen Hansong.

In the 1980s, along with China’s economic liberalization policy, it provided foreign investors with a large amount of cheap labor, cheap and vast factory land for manufacturers’ production and development purposes. The production lines of various manufacturing industries in Hong Kong have gradually shifted to the north since then. Naturally, the paper products industry is no exception. In response to the situation, the production line will be relocated to the Mainland for further development. Due to the geographical and environmental conditions, paper product manufacturers have moved to the Pearl River Delta region. Most of them are concentrated in Shenzhen, Dongguan, Zhongshan, and other regions, while a small number are relocated to more remote areas such as Guangzhou and Shanghai. In a flash, Hong Kong businessmen have been moving northward for more than 30 years. Members have a good development in the Mainland, and their performance has improved rapidly. Most of the members have successively added equipment and expanded factories to meet the needs of the market. Today, the business development of the members of the Association tends to be diversified. The total production volume accounts for a large proportion of Guangdong Province. This Council has become a major vendor organization.

Hong Kong’s sovereignty returned to China in July 1997 and became the Hong Kong Special Administrative Region. In other words, Hong Kong is part of China and operates under the "one country, two systems" system. With the frequent return of China and Hong Kong, Hong Kong companies have become inseparable from those in the Mainland. Because of this relationship, one of the major tasks of this Council is to act as a bridge to communicate with the Mainland government departments and handle the coordination work. The Council regularly advises and seeks progress through meetings and interviews with various domestic government departments such as the State Council, the General Administration of Customs, the State Administration of Taxation, the Economic and Trade Commission, the local customs and the township government to reflect progress in daily operations. Members set up equity in factory investment in the Mainland.
